Call it fertilizing the grass roots. On the morning of April 16. a few leaders of Citizens for a Sound Economy (CSE) pitched an elite bunch of corporate lobbyists about financing a new grass-roots lobbying project~a muitiyear, multimillion-dollar effort to overhaul the nation's environmental regulations.

In March 1999, Koch Petroleum Group, a Koch Industries subsidiary, pled guilty to charges that it had negligently dumped hundreds of thousands of gallons of aviation fuel into wetlands near the Mississippi River from its refinery in Rosemount, Minnesota, and that it had also illegally dumped a million gallons of high-ammonia wastewater onto the ground and into the Mississippi River. Koch Petroleum paid the Dakota County Park System a $6 million fine and $2 million in remediation costs, and was ordered to serve three years of probation.[32]

In January 2000, a Koch Industries subsidiary, Koch Pipeline, agreed to a $35 million settlement with the U.S. Justice Department and the State of Texas. In June 2003, the US Commerce Department fined Koch Industries subsidiary Flint Hill Resources a $200,000 civil penalty. The fine settled charges that the company exported crude petroleum from the US to Canada without proper US government authorization. The Commerce Department’s Bureau of Industry and Security said from July 1997 to March 1999, Koch Petroleum (later called Flint Hill Resources) committed 40 violations of Export Administration Regulations.[41]

Koch's and Murdoch were engaged in 400,000 corporate serial murders per year, just in America, not counting the overseas divisions. The courts found GUILTY the organized crime tobacco mafia, of which the Koch-Murdoch-Axis were full-partners. The federal courts brought in a GUILTY verdict, of Racketeer-Influenced-Corrupt-Organization and Koch-Murdochs were running the organization apparatus. Kochs were found, and admitted, to bribing French officials. What US officials has this totally RICO organized crime bribed? How about they funded lavish speaker fees to Supreme Court Thomas & Scalia while funding the CITIZENS UNITED in front of them. That's bribery by every definition known to man.

Koch-Murdoch Axis is engaged in organized crime voter suppression violation in multiple states, funding ALEC to drive off ethnic voters from the 2012 election in multiple red states. This is an active on-going crime which will not stop, and which will prevent ever fixing the system.

Anti-Climate Americans For Prosperity Claims To Not Be Politically Active After Launching Attack Ads 

The conservative Americans for Prosperity reported to the IRS that the organization does not engage in political activities even though it reported to the Federal Election Commission that it spent $1.3 million on political radio spots and television ads. During the 2010 midterm elections, the organization unleashed these anti-clean energy ads. According to ClimateWire, AFP’s answer matters because it removes the political expenditure information, which the IRS uses to determine if the group can maintain its tax-exempt status and continue to hide its donors’ identities. An AFP spokeswoman said the ads are not political activity under the FEC’s definition because they don’t tell voters to support or oppose certain candidates. But Lloyd Mayer, associate dean of the Notre Dame Law School, said, “Under the federal tax law … they are clearly political campaign activity.”

Document filed with Canada's Energy Board appears to cast doubt on claims by Koch Industries that it has no interest in the controversial pipeline


In recent months Koch Industries Inc., the business conglomerate run by billionaire brothers Charles and David Koch, has repeatedly told a U.S. Congressional committee and the news media that the proposed Keystone XL oil sands pipeline has "nothing to do with any of our businesses."
But the company has told Canadian energy regulators a different story.

In 2009, Flint Hills Resources Canada LP, an Alberta-based subsidiary of Koch Industries, applied for—and won—"intervenor status" in the National Energy Board hearings that led to Canada's 2010 approval of its 327-mile portion of the pipeline. The controversial project would carry heavy crude 1,700 miles from Alberta to the Texas Gulf Coast.

In the form it submitted to the Energy Board, Flint Hills wrote that it "is among Canada's largest crude oil purchasers, shippers and exporters. Consequently, Flint Hills has a direct and substantial interest in the application" for the pipeline under consideration.

To be approved as an intervenor, Flint Hills had to have some degree of "business interest" in Keystone XL, Carole Léger-Kubeczek, a National Energy Board spokeswoman, told InsideClimate News. Intervenors are granted the highest level of access in hearings, with the option to ask questions. The Energy Board approved Canada's segment of the pipeline with little opposition, and Flint Hills did not exercise its right to speak. ...

Deep Involvement in Oil Sands Trade

The controversy over the Kochs and the pipeline was sparked by an InsideClimate News report from February. That analysis, also published on Reuters.com and later cited by various news organizations, found that Flint Hills is deeply involved in the Canada-Alberta oil sands trade and is well positioned to benefit if more heavy crude is exported to the United States.

The Koch brothers own nearly all of Wichita, Kan.-based Koch Industries, the second-largest private company in the United States. The energy and manufacturing conglomerate earns an estimated $100 billion in annual revenue from its network of subsidiaries—a mix of oil, gas, pipeline, chemical, fertilizer and paper and pulp companies. In addition to its Canadian operation, Koch's Flint Hills subsidiary operates oil refineries in Alaska, Texas and Minnesota as well as a dozen fuel terminals in the Midwest and Texas. ...

In June 2003, the US Commerce Department fined Koch Industries subsidiary Flint Hill Resources a $200,000 civil penalty. The fine settled charges that the company exported crude petroleum from the US to Canada without proper US government authorization. The Commerce Department’s Bureau of Industry and Security said from July 1997 to March 1999, Koch Petroleum (later called Flint Hill Resources) committed 40 violations of Export Administration Regulations.[41]
In 2006, Koch Industries’ subsidiary Flint Hill Resources was fined nearly $16,000 by the EPA for 10 separate violations of the Clean Air Act at its Alaska oil refinery facilities, and required to spend another $60,000 on safety equipment needed to help prevent future violations.[42]

In March 1999, Koch Petroleum Group, a Koch Industries subsidiary, pled guilty to charges that it had negligently dumped hundreds of thousands of gallons of aviation fuel into wetlands near the Mississippi River from its refinery in Rosemount, Minnesota, and that it had also illegally dumped a million gallons of high-ammonia wastewater onto the ground and into the Mississippi River. Koch Petroleum paid the Dakota County Park System a $6 million fine and $2 million in remediation costs, and was ordered to serve three years of probation.[32]

In 1999, a federal jury found that Koch Industries had stolen oil from government and American Indian lands, had lied about its purchases more than 24,000 times, and was fined $553,504.[33]

In January 2000, a Koch Industries subsidiary, Koch Pipeline, agreed to a $35 million settlement with the U.S. Justice Department and the State of Texas. This settlement, including a $30 million civil fine, was incurred for the firm's three hundred oil spills in Texas and five other states going back to 1990.[34][35][36] The spills resulted in more than 3 million US gallons (11,000 m3) of crude oil leaking into ponds, lakes, streams and coastal waters.[37]

In 2001, the company reached two settlements with the government. In April, the company reached a $20 million settlement in exchange for admitting to covering up environmental violations at its refinery in Corpus Christi, Texas.[38][39] That May, Koch Industries paid $25 million to the federal government to settle a federal lawsuit that found the company had improperly taken more oil than it had paid for from federal and Indian land.[33][40]

In 2010, Koch Industries was ranked 10th on the list of top US corporate air polluters, the “Toxic 100 Air Polluters,” by the Political Economic Research Institute at the University of Massachusetts Amherst.[45]
